Lawrence County Farm Service Agency 1919 Steven Ave Bedford, IN 47421 (812) 279-8117 HOW TO COMPUTE FLAT RATES: OVERVIEW Now that you’ve enrolled in a conservation practice, you’re probably wondering how much it will cost to install your practice. This brochure is intended to provide you with a brief overview of the rates used to compute cost-share. However, if you have any questions, please contact us BEFORE you install the practice so that you don’t incur ineligible expenses. Thank you! HOW IT WORKS To simplify the process, the IN State FSA has established maximum flat rates (FR) for many of the costs you may incur. Cost shares will be the lesser of maximum flat rates or cost incurred installing the practice. GRASS SEEDING DATES Spring Seeded “cool season” grasses must be planted by May 15th. Fall Seeded “cool season” grasses must be planted between August 1 and Sept. 15th. “Warm season” grasses should be planted between April 1 and June 15th. GRASS SEEDING RATES Seed mixtures should be selected from those species identified in the practice requirements. If you did not receive a seed rate page, please request one. For More Information: Call (812) 279-8117 Email Jim.Hudelson@in.usda.gov GRASSED WATERWAY: Prepare a suitable seedbed by excavation grading, plowing and/or disking and firming. The following are flat rates for site preparation: Flat rate (FR) $2300 per acre for excavation, seedbed preparation, fertilizer, seed and 100% mulching/crimping for waterways without erosion control blankets. FR $4725/ac. for excavation, seedbed prep, fertilizer, erosion control blanket, seed and edge mulching for waterways with an erosion control blanket. FR $5740/ac. For excavation, seedbed prep, fertilizer, Leno erosion control blanket, seed, and edge mulching for waterways with Leno erosion control blankets only. Lined Waterway or Outlet including rip-rap, hauling, installation, and bedding or filter fabric- FR not to exceed $20 per ton. FENCING RATES If fencing is a component of the practice, cost-share is limited to 4-strand barbed wire fence. The County Committee, COC, has established a flat rate NTE rate of $0.XX cost-share per linear foot for materials, installation & labor and other expenses. TILE RATES If tile is a component of the practice cost-share is limited to one 8 inch tile. Tile can be cost-shared to the length of the waterway only. The Indiana FSA has established flat rates as follows: SizeNTE 4 inch$0.80/ft. 5 inch $0.80/ft. 6 inch$1.00/ft. 8 inch$1.45/ft PRACTICE INSTALLATION Participants have one year to install the practice from the time the contract is effective or as indicated on the form AD-245. If unable to complete the practice before the practice expiration date, an extension may be requested from the COC provided extenuating reasons can be cited. MID-MANAGEMENT ACTIVITIES Some practices require mid-management activities during the lifetime of the contract. Such activities include light disking, inter-seeding, burning, or strip spraying. The maximum flat rate for these activities are: strip disking- $14/acre, with wheat - $28/ acre; strip spraying- $15/acre, with wheat- $29/ acre; burning- $50/acre; inter-seeding- $50/acre; and tree thinning/pruning existing CRP: $40/ acre. SIGNING COMPLETION After your practice is installed, simply submit copies of all your bills and sign completion on form AD-245. In addition, all supporting documents such as seed tags and fertilizer mixtures must be submitted. The practice will then be inspected and if approved, flat rates will be paid! PRIMARY NESTING SEASON: For 2008 contracts and after, April 1st through August 1st of each year, no activities should be done on CRP acreage during this time. If noxious weeds are present, you must request permission from the COC BEFORE mowing or spraying. (March 1-July 15 for contracts prior to 2007.) At NO time shall CRP be hayed or grazed. Those in violation will be assessed penalties and may have their contract terminated. All practices must be maintained in the cover that was established by the contract and conservation plan for the duration of the contract. Participants wishing to modify the cover or add practices must modify their conservation plan prior to doing so. |
